It is not always possible to identify a cable to be worked on with absolute certainty. The certain identification of not being electrically live therefore creates considerable difficulties. To protect the worker from danger, work should be performed with safety cutting devices, which assist in the identification of electrically live parts as per DIN VDE 0105 T.1, Paragraph 9.6.4 (07.83).

These portable cable cutting tools are used for the safe cut- ting of cables with rated voltages up to 60 kV, where it can- not be clearly determined whether they are not electrically live. Accordingly, these systems are completely filled with non-conductive oil and consist of a foot pump, a 10 m long, non-conductive high-pressure hose and a cutting head.
